human, monetary, and social
costs quantified here, there are
many other costs not so easy to
quantify but just as real:

    both at home and abroad,
    especially as pertaining
    to respect for international
    law and human rights

  • costs to international
    security as the on-going
    occupation of Iraq provides
    terrorist organizations with
    an increasingly effective
    recruitment tool.
